At a guess, the vacuum operated petcock diaphragm is holed out and causing the fuel flow when the engine is running. That is in fact what that port is for. Be sure to check the engine oil for gasoline smell. Fuel can leak into the engine via the vacuum line port at #2 cylinder. Normally there is not a hose on that nipple.

In response to your earlier message you sent me. You don't need to remove the riveted section. everything is rebuildable from the crewed on side. The diaphram keeps fuel out of the area you asked me about. Provided it isn't ruptured as Tiger has mentioned.
