I have a 99 CBR 1100 xx and through some of my own fault and some curve balls life has thrown at me, I haven't started my bike in a long time. I have a new charged up battery, fresh fuel in the tank, and new spark plugs but she doesn't want to start. I seem to remember the bike making a humming noise for a couple of seconds when I would turn the ignition to on but it's not making that noise any more. Any ideas what to check next? I'd love to get out once the weather gets nicer in a few weeks....

The sound your describing should be the fuel pump cycling to pressurize the rail. Make sure the kill switch is in the run position and the bike is in neutral. Either condition other than this will not let the pump relay cycle. There is also a fuse in the block for the fuel pump make sure it's good. let us know what you find.

This happened to me once after I took the tank off. I panicked and then when the moment passed I noticed no hum of the fuel pump. Hmmmm, then I propped the tank up and looked to see if I had reconnected the wiring for the pump. Nope, not connected. Connected it put tank down and turned key back on and I got that hum again and bike started. If you did the plugs you had to lift the tank up. Along the left hand side of the frame near the rear of the tank and just in front of the battery is where the fuel pump connector is. See if that's connected. I bet that's your problem. Other half comes off the bottom of the tank where the fuel pump is.

And we all understand that life happens and that their is a time and season for everything. Glad to see life is calming down for you and you have time for riding... so... Good luck,

1. Kill switch is operating fine. With it in the off position, the FI light just stays on. With it in run, the FI light stays on for a couple of seconds then turns off.
2. Checked the Fuel Pump connection as I had the tank up and it is indeed plugged in. I am going to try and disconnect and reconnect it to be sure in a few minutes.
3. Pulled the 10A Start, Bank Angle fuse. It looks fine. The FI light just stayed on perpetually when I turned the ignition on with the fuse pulled.
4. Put the fuse back in and the fuel pump is not humming. The middle relay by the battery with the boot marked T16 does click.

I am wondering if the fuel pump could be gummed up from sitting for so long?

Get your multi meter out and see if you have voltage going to the pump...

I get 12+V for a couple of seconds... the duration that one would normally hear the fuel pump hum.

It should be here in a week. I'll let you know how everything works out...
Ok...it's like I hear the jaws theme music...and just waiting for the hammer to fall! Hopefully that's the cure.

It's probably step one to getting her road ready but I'm up for it. Thanks for your help so far.

Take the old pump and drop it gently into a bucket of WD40 and leave it for about 2 weeks. The put 12 volts to it and it may free up. If it does keep it as a backup.

I wonder if you could put one of those in an ultrasonic cleaner???

I dont think the water in the ultrasonic cleaning tank would do the pump electrics the world of good ...
It's a submersible pump In the tank though isn't it? Just keep the lead out of the fluid... just a hypothetical question anyway.

As long as you don't energize it and then dry it off well. Compressed air followed by a warm up in an oven say 120 or so for maybe 30 minutes. Injectors are electrical so as long as it's dried should be fine.

She still doesn't seem to be getting fuel. I am kicking myself for not replacing the fuel filter while I had everything apart. I plan on ordering a new fuel filter and replacing that as it is long overdue anyway. Can anyone confirm that FUEL 16900-MBG-013 is the correct part number for a 1999 FI Blackbird? I am having a hard time checking.

The engine does turn over when you push the start button doesn't it?
