Look for the Givi brand for hard panniers. They are made in Italy and, while not the most stylish, they are quite serviceable. They also make a device called a wing rack that makes mounting (essential really) a breeze and is not too intrusive when the panniers are off. The nice thing is that when you sell the bike, the panniers can go to the next with nothing more than a mount kit. Also, you can interchange panniers using a large top box for touring and then switch to one of the side boxes, mounted on top, for day to day running around.
Three of my bikes are so equipped with only one set of panniers shared between them.
