Yep 20 years in the Navy and on 2 occasions I have seen a real low flyover. Both were during a combined NATO drill overseas. 1st was by a Tornado running on the deck about 20 feet crossing the bow of the ship I was stationed on. Saw him coming from the flying bridge, unfortunately the guys on deck doing sweepers didn't. He came across the bow just behind the bow stub antennae and the forward launcher at about 10 feet off the deck. Poor guys about S#$% themselves when he did, his wingman was off the bow and over open water when he crossed at least.
The 2nd incident saw me having to consider changing my shorts when I heard them doing fly over’s again. I stepped out the back hatch of the 04 level and too bad I didn't have my camera ready. Course I am not to sure I would have caught the shot anyway as I was not expecting to see the top of a wing splitting the masts and about 10 feet in front of me.
In '68 when I lived in Israel, on a kibbutz, on the frontier, we were shelled on Independance Day. I very short time later, a Phantom, compliment of the USA, flew across the lake, over the kibbutz, and up over the Golan Heights. He/she was flying so low the date palms swayed and I could see the whole undercarriage. The noise nearly blew my ear drums out. It was thrilling. Very good pilots.
