You wouldnt download a ECU! (a car)

I am not sure about 2004 but on 99 the errors are checked by bypassing connector pins.
If 2004 model can be connected, the software should be included in pack with device you are checking it with.

No idea where to download this.

As far as I am aware, there is no OBD function or port on the Honda ECU. The only options on programming EFI signals come when something like a power commander is fitted.

Any errors the ecu detects get displayed as a series of flashing lights on the dashboard during POST (FI light flashes a series of long or short flashes).
