California Specific Model?

Wondering if Honda built a California specific motor in 1999 - 2000. I've heard that cali bikes have an addition [for pollution reasons – catalytic converter?] to the engine wiring harness and these engines will not work in an out of state [non-cali] bike if swapped. If this indeed true does anyone have any experience in modifiying a cali motor to run in a non-cali bike?

Really appreciate any insights in that I’ve considered it would be more efficient to swap motors rather than take mine apart and solve the non-starting and Big Bang problem. It is likely that I will have to remove the motor anyway to solve the current problem. I’ve found a good used motor which is, as you may guessed, from cali.

Okay - forgot the bit about Read The Manual - of course there is a cali spec model. According to serial numbers in the manual the difference is the throttle bodies. John at 'Jaws' in the U.K. told me the ECU is also different - simply use the current ECU and "get rid of the anit-pollution crap' - okay we'll see. Again anyone having some insight to share kindly help this dummie.
